Eugene Kim has joined the New York-based engineering firm Parsons-Brinckerhoff as vice president for its Los Angeles office. Previously, he was manager of the western region planning group for a New York-based professional services firm. Kim has more than 15 years of experience in strategic planning, program implementation and transportation system design. He holds a doctorate degree in urban planning for transportation from the University of California at Los Angeles, a master of urban and regional planning degree from the University of California at Irvine and a bachelor's degree in economics and history from the University of California at Berkeley.
Cecilia Green
Cecilia Green, executive vice president and national service director for Tampa, Fla.-based PBSJ Corp., has been named president of the PBSJ Foundation, a non-profit run by the company. She has served on the foundation's board since its inception.
Jim Ely
Jim Ely has joined Kansas City, Mo.-based HNTB as vice president and vice chair for the firm's toll practice. Previously, he was executive director for the Pompano Beach, Fla.-based Florida Turnpike Enterprise.
Ely also has served as president of the Washington-based International Bridge, Tunnel and Turnpike Association. He holds a bachelor's degree in business, a master's degree in business administration, a master's degree in education, and a doctorate in public administration.
Costa Dimitracopoulos
Costa Dimitracopoulos has joined Cedar Rapids, Iowa-based Howard R. Green Co.'s St. Paul, Minn., office as the Water Group manager. Previously, he was senior consultant for Edina, Minn.-based Barr Engineering. Dimitracopoulos has more than 25 years experience in construction administration. He graduated from Iowa State University with a bachelor's degree in Civil Engineering and a master's degree in Sanitary Engineering. He is a professional engineer in Minnesota, Iowa, North Dakota, Wisconsin, South Dakota and Montana.
