USDA’s Harvey, Marine Corps’ Hayes receive contracting award

Ruby Harvey of the U.S. Department of Agriculture (USDA) and Maj. Sean Hayes of the U.S. Marines recently received the 2008 Contracting Award from the National Contract Management Association (NCMA) and ESI International.

The two contracting professionals received the award, along with $2,500 each, at ceremonies held May 21 in the Washington, D.C., area. 

“NCMA is proud to recognize Ruby Harvey and Maj. Sean Hayes for their leadership, professionalism and noteworthy contributions to acquisition operations and policy,” NCMA President Ron Smith said. 

Harvey leads implementation of USDA’s Web-based procurement system

Harvey currently serves as the chief of the Procurement Systems Division of the USDA’s Office of Procurement and Property Management. Her role involves leading the team responsible for implementing and managing the Integrated Acquisition System, USDA’s enterprisewide, Web-based procurement system. She also has management oversight responsibility for the Purchase Card Management System.

A long-time supporter of major federal programs, Harvey’s professional background consists of management and leadership roles in the federal government and private industry.

Harvey holds a Bachelor of Science in finance from Jackson State University, a Master of Science in information and telecommunications systems from Johns Hopkins University and a postgraduate certification in electronic commerce from Johns Hopkins University.

Harvey is a certified project management professional and has been a featured speaker at a number of information technology, project management and acquisition events during her career.

Glenn Haggstrom, director of the USDA’s Office of Procurement and Property Management, hosted the award presentation and reception for Harvey at USDA’s headquarters in Washington, D.C.

Hayes developed training program for Marine contracting personnel

Hayes currently serves as contingency contracting officer at HQMC, I&L, Contracts Division. Hayes has managed the implementation of a standard IT contingency contract writing system called the Standard Procurement System—Contingency (SPS-C), reorganized marine contingency contracting structure throughout the Marine Corps and developed a new training program for officer, enlisted and civilian Marine contracting personnel.

He has attained his Level III certification in contracting and his Level II certification in program Management. Hayes also has been selected into the Marine Corps Acquisition Management Professional MOS and selected to the rank of lieutenant colonel. Hayes has been awarded the Air Medal and the Navy and Marine Corps Commendation Medal.

During his career, Hayes deployed to Italy, Japan, Iraq and Djibouti.

Hayes holds a Bachelor of Science in mathematics from the University of Arkansas. Major Hayes also graduated Amphibious Warfare School and completed the contract and acquisition management curriculum at Naval Postgraduate School, receiving a master’s degree in business administration.

Rich Sweeney, assistant deputy commandant, headquarters, U.S. Marine Corps, Instillations and Logistics, Contracts Division, hosted the award presentation and reception for Hayes at the Navy Annex in Arlington, Va.
