Los Angeles County contracts for case management

Under a recently awarded $12.5 million contract, Capita Technologies will develop a client and asset management enterprise solution (CAMS) to improve probate and guardianship services managed by the Los Angeles County Treasurer and Tax Collector Department (TTC).

Designed to replace the existing Los Angeles Public Administrator Information System, CAMS will consist of case, asset and financial management applications to automate and streamline critical business processes. In addition, CAMS will enable the TTC to manage millions of records and paper documents associated with the protection, care and management of decedent and conservatee estates.

The fully-integrated, Web-enabled CAMS system will support the county’s approximately 289 users, including 18 remote site users, to help manage more than 10,000 cases and decedent estates annually, The system also will provide the scalability required to meet an anticipated 10 percent increase in users by 2010.

In addition, CAMS will be used by several county departments responsible for providing estate administration and conservatorship services in accordance with the California probate code, including the Treasurer and Tax Collector’s Office of the Public Administrator, Department of Mental Health, Office of the Public Guardian, County Coroner, Department of Health Services, County Morgue, County Counsel and Superior Courts.

Time-saving access to data

By providing real-time access to critical information and enhancing collaboration, CAMS will enable case workers and county representatives from various offices and departments to better serve clients and more effectively perform their fiduciary responsibilities.

CAMS will significantly reduce the time and effort required to complete complex activities, such as:

• The investigation and location of heirs.

• The collection, management and detailed accounting of financial assets and personal property.

• Calculation of service fees and interest earned.

• Court case filing and tracking.

• Property and asset distribution.

• Provisioning of basic shelter and health care services.

Based in Irvine, Calif., Capita Technologies has spearheaded Web-based solutions for Los Angeles County since 2000. These include crime management, DNA tracking, Web portals and medical systems. Other government customers include the U.S. Navy and the Veterans Administration.
